The Massachusetts Public Records Law ensures that every individual has the right to access public information. This right includes the ability to inspect, copy, or request copies of records.

The Secretary of State has published a guide that explains the law, along with a Frequently Asked Questions (FAQ) section and a list of permissible exemptions.

A Guide to the Massachusetts Public Records Law (2017 edition) [PDF]

What is a Public Record?

Any record created or received by a government entity or employee is presumed to be a public record, unless a specific statutory exemption allows or mandates that it be withheld, either partially or in full. The Records Access Officer (RAO) is required to demonstrate, with specific justification, why certain records should be withheld. All public records requests must be directed to the RAO.

Examples of Public Records

Common public records maintained by the School include: meeting minutes, school financial data, annual reports, school correspondence, policies and regulations, and contracts. Many of these records are available on the website and can be accessed through the search bar above.

How to Make a Request

All public records requests should be directed to the RAO. The RAO is required to respond to the request within 10 business days and is only obligated to provide records that currently exist. Under the updated Public Records Law, RAOs must provide records in an electronic format, unless the record is unavailable electronically or the requester cannot access electronic formats.

Requests should be submitted in writing and may be made in person, by mail, fax, or email at rao@bbrsd.org. To help the RAO identify the requested records, please provide a clear description of the document(s) being requested.

Please be advised that fees may be assessed to the requestor for time to prepare and compile requested documentation.  The RAO will provide an estimate of cost for completing the initial request.
